Age 17: Unable to retract foreskin.

I really hope there's nothing wrong with me. I'm 17 now, almost 18 and can't retract the foreskin, although I have those small white bumps on the head. I remember ballooning, but that was like when I was 13. Does anyone think it is phimosis or I just need more time?
