If it hasn't stretched, how can you now retract and couldn't before? :)
Either you're misusing an expression, or -- which is very common -- you're underestimating the results.

Basically, since we see it's been pretty effective -- just keep doing what you've been doing. It'll loosen up more soon. As often recalled on this forum, my bf used to have a quite tight foreskin, barely retractible, and he now can retract with ease. The pain you mention:

This was valid with him as well. There was a spot, right on the top, behind the head, which was very painful. After loosening the skin further than that state he was in then, he said that that kind of pain went away.

Hydrocortisone: we've had some people tell that it caused them 1) nothing 2) more harm than good. There was one case who ended up getting a nasty fungal infection on the areas he applied it to.
Betamethasone ointment is suggested, but not required. Things go well -- if slower -- without it too.

9-11 has a very light tightness of the foreskin but a good length of frenulum.

Mine retracts as far as it gets stretched flat. Unless I have a very hard erection, then I still have some ridges. But I think my foreskin is an "overkill" in this sense.
