short frenulum,possible phimosis??

so i have this little problem,it doesnt really hurt.i can retract the foreskin back but it gets stuck.i tried stretching an although it did help a bit the frenulum is still so short that it just narrows the peehole to a slit (i think its too much),even when flaccid.still it makes intercourse not too pleasing,should i have the damn thing cut off?? a frenulplasty??
