In some cultures, some families, it is the expected thing to have the foreskin permanently retracted often starting with puberty. The high rate of circ in the US tends to reduce the kowledge and existence of this idea and even keeps Dr's prejudiced not to suggest it.
You will find this quite practical. It is easier to keep clean. It reduces the need to interupt the afterglow after sex with serious cleanup as with the foreskin going back over the glans.
