From what was described, it didn't sound like any form of cutting was appropriate. There are surgeons who will jump to the most invasive, and costly, procedure at the drop of a hat (or a pair of trou). When my wife had gall bladder problems, the first surgeon she was referred to told her there was no choice but the full slice-open-the-torso surgery. He didn't bother to tell her that there was a laparoscopic removal available (brand new at the time), because HE didn't have the training to do it. I think in general, one is better off going to a physician whose first resort is to the least invasive procedures. I have no doubt that there a great likelihood of a recommendation of circumcision from a number of urologists in America even for something that does not warrant it like the situation described.
