There are surgeons who will jump to the most invasive, and costly, procedure at the drop of a hat (or a pair of trou). When my wife had gall bladder problems, the first surgeon she was referred to told her there was no choice but the full slice-open-the-torso surgery. He didn't bother to tell her that there was a laparoscopic removal available (brand new at the time), because HE didn't have the training to do it. I think in general, one is better off going to a physician whose first resort is to the least invasive procedures. I have no doubt that there a great likelihood of a recommendation of circumcision from a number of urologists in America even for something that does not warrant it like the situation described.
