It does affect sex. That's not to say you can't have sex though. Plenty of guys with non-retractable foreskins have sex - they just need to use plenty of lubrication. How can it affect sex? You might find that it is not as enjoyable because it limits the sensations you recieve and/or you might find it is painful and uncomfortable. The same applies to hand jobs and oral sex you may get from a girlfriend.

However, in saying all that, I would suggest your doctor is somewhat remiss in saying to just leave it. There are lots of options open to you that can resolve and/or solve this problem. First though you need to accurately determine why you foreskin is not retracting. It could be a bunch of things - phimosis, frenulum breve etc. Once you know what the cause is, you can look to solutions. There are several surgical options and sometimes surgery is not neccessary depending on what the problem is (for example, if the foreskin is tight, sometimes stretching it will relieve the problem). It is very important that you get an accurate diagnosis as to the cause. To do this I would suggest getting an opinion from another doctor or a specialist. Once you know, you can review your options.
