Wow. That's scary that so many doctors didn't know what they were talking about. I had a similar problem with my own doctor and had to see a specialist to get a diagnosis of the problem. I was in a much similar position to you just over two years ago. I had tight foreskin and frenulum and couldn't retract either. After reading that "stretching" the foreskin would help it retract, I "stretched" for a few months, but it didn't work. It wasn't until I'd wasted that time "stretching" that I learnt that while it might work in some cases, it does not in all. I eventually ended up at a specialist and he did a quick examination and deteremined the problem. From there I went on to have a partial circumcision, and later the frenulum removed. Obviously, like you, the head of my penis had barely seen the light of day and post partial-circ was hyper sensitive/painful because of this lack of exposure. However, after a couple of weeks of discomfort in regards to the sensitivity issue, I found that it gradually became tolerable and pleasurable - in the sexual way that one expects from a penis.
