i have phimosis

Ive read up on phimosis and over masterbation over the years has given me a pphimotic ring that makes it hard to pull my skin back. Stretching works for a day only and after that its tight as hell again. Can I get the steroids without having to see a doctor so i can straetch the skin out with the medicine? Any help is appreciated
