If your current frenulum prevents your foreskin from being pulled down fully (smooth on shaft), then removing the frenulum will allow this to happen, and this will give the *appearance* of a longer penis with the head more clearly standing out.

Also, without a frenulum, the shape of the glans in underwear with your dick up will be much more visible.

And in terms of the glans, it depends on whether your foreskin is short or long.
If yor foreskin is long and doesn't need to retract during erection, then it won't make much of a difference. But if your foreskin is short enough that it needs to retract fully during erection, it is likely that the short frenulum did bring the head down slightly and the removal of the frenulum will allow the head to stand out more.

One way to test this is to let your penis get hard without touching it. Once fully hard, grab the shaft skin and move it up slightly and observe to see if the glans moves "up" with it, and then you release the skin and if it then moves down and you notice the glans bending down a bit, then removing frenulum would make a difference.
