Does it result in a shorter foreskin for the owner ? Or does the foreskin remain the same length as it would have been if the procedure wasn't performed ? I remember reading some unsubstantiated statements that retracting foreskin too early would result in shorter foreskins.

Personally, if this procedure were to result in a shorter foreskin, I wouldn't object at all to a son getting it.

Also, perhaps the big advantage of that procedure is to ensure that your son has fully retractable foreskin before he gives up diapers and you start to troilet train him. This way, he will learn to retract his foreskin to urinate right from the start and you won't have to change his habits later on.

Proper education of the boy is critical to avoiding preputial problems later on. And if this procedure does result in a shorter foreskin, it will also reduce incidence of foreskin problems later on and thus yield similar results to a partial circumcision.
