In that straffon.something site, the doctor clearly stated that it had to wait at least 3 months for the glans and inner foreskin to complete their formation so that they would no longer develop adhesions.
I have absolutely no idea if 3 months is enough or not. But if it is performed after the time when the glans and inner foreskins have keratinized are no longer naturally adherant, then breaking the remaining adhesions should not cause new adhesions to form. Especially if they apply some ointment such as vaseline for a week after the procedure.
As far as skin bridges, I am not so sure they are so rare. I have seen many pictures on models on the internet with skin bridges. Remember that many parents opted to have their son circumcised to save the parents any hassles of caring for their boy's penis, and as a result, they probably didn't even notice formation of skin bridges.
Fact is that when you elect to have the baby circumcised, it needs more care initially to make sure that the scar does not attach to the glans.
