You have one of two problems. Either you are unrolling the condom before trying to slide it on or you have too large a condom for your equipment. If the condom is rolled onto the erection, then there will be no friction. If the condom is snug, as it should be, then it will not be shifting around no matter how tight an aperture it is pushed into. And use a safe lubricant so that it does not tear.
