I won't quibble about 'elasticity,' but the frenulum will grow. Just like when someone tries to do the splits - if you go straight into it your first try, you'll tear tendons. Those tendons are less elastic than the frenulum. But if you work at it severla times a day, soon you'll be able to do the splits, because you will grow as the body is trained to. And so with the frenulum. Now that you are loose enough around, spend several minutes every time you pee or masturbate or otherwise have your hands there pulling the foreskin down the shaft or out from the shaft, focusing on putting stress on the frenulum, without tearing. You WILL get the results in time.
