Well, I "managed" to rip mine while masturbating, back when I was around 14-15 or so (can't be arsed to remember dates!). Anyway anyway... what Ivan suggested is one way, I'm doing that every so often to my damaged but since healed frenulum, and even if slowly, I do experience some changes. It's a bit different from what it was for example 3 years ago. Then again, I'm not an active stretcher.

You asked for details, you get details :P There is the thin, about 1mm diameter string of skin going from the pee hole down in direction shaft. Now after ripping it, it's like as if there had been a 1/2 mm incision at one point, which resulted in a little bump at the top, and the rest of the frenulum to... well, remain to look like a frenulum. I don't even know anymore where exactly it ripped, the whole thing is quite uniform in that sense and looks normal, except for the bump under the pee hole.

I can also suggest gripping and pulling the lower part of the foreskin forwards, it might be easier to control (definitely more 'boner-safe'!).
