Mostly not any skin tissue at all is removed. Often only one or more cuts are made, but several complicated operations are possible if needed.

Only if a (partly) circumcision is performed, also some tissue will be removed, but a short frenulum doesn’t need such an operation.
GP’s and urologists do the surgery.
