It's important to identify what is causing the pain. Is it a strangulation feeling caused by the foreskin? Or rather a pain caused by the frenulum (the bit of skin underneath the head)?

It would be extremely helpful to you to identify the cause as much as possible yourself and with the help of your doctor or even a more knowledgable specialist. Once you have done that, then you can explore your options more accurately. Circumcision is not always neccessary to relieve all conditions that prevent the foreskin from retracting. If the problem is that you have a tight frenlum and this is what is stopping the foreskin from retracting and is causing you pain, then you don't need a circumcision. If the problem is phimosis, then there are several other surgical procedures that can resolve the problem too. You could also try stretching the foreskin (details elsewhere on the forum), this works to relieve the problem in some cases, but not all. For a more significant chance of success, steroid creams can be used too.
