Kenny: You would probably have to get a referral to a specialist to discuss the options (both surgical and otherwise). From my own experience, my GP here in the UK was rather clueless about the foreskin, so I saw a specialist for better information. If the doctor is not prepared to examine you or discuss alternatives, then I'd suggest getting a 2nd opinion, too.
