If you cannot retract your foreskin fully both hard and soft, then yes, it is by definition a phimosis (unless you are less than 10 years old in which case, it is just an infantile phimosis).
If you can't really uncover any of the head, then the phimosis is probably tight enough that an operation is the only realistic solution. You can have some widening of foreskin, or a partial circumcision that removes only the narrow band of skin, or the full deed that gives you the exposed glans.
These are simple operations that heal in a couple of weeks and give you a lifetime of a better functioning penis.
