multiple issues

I think I have frenulum breve, I have two questions
1. can the frenulum really truely be stretched or become more limber
2. even if my frenulum were longer i stil don't think I would be able to retract all the way over the dorsal part of my glans, I can retract under the cleft part, but the back bulge is a ways further down
