That's not phimosis.

A hard, crusty skin would suggest some kind of fungal infection or other skin condition to me -- in either case, you should have it checked with a doctor, taken a biopsy, etc. I stongly suggest going to a dermatologist (they know a lot more about skin than general practitioners or urologists).
