It's normal that when the head of the penis has never really seen the light of day, much less been touched with any frequency, that it can cause pain and discomfort.

Assuming you do have frenulum breve there are unfortanately only a couple of options. Surgyer. There are a few different types of surgery that can resolve the problem. Check out the site that hosts this forum for more information on them. Don't worry though, circumcision is not neccessary for a tight frenulum. Other than that there is stretching the frenulum. This, however, is an extremely debateable treatment in terms of what you can, if anything, realistically expect to achieve. There was once one guy called Jake that posted here from time to time that had success with stretching the frenulum but, sadly, virtually all the other posts saying they had success with stretching the frenulum were made by an anti-circ clown called Jim who was posting under an alias, so really shouldn't be taken into the equation. Jake though is a legit guy.
