tight foreskin after circumcision

I had a circumcision at age 26 beacuse of thightened foreskin, but it wasn't cut too much from the skin.
The problem is that the skin started to slightly thighten after a half year.

Now I'm 29 year old and the skin thightened to a grade where it is
very uncomfortable.

I've tried to stretch the skin without any succes. (There was no tendency shown for tissue growth)

Any suggestion what to do ?
Or a 100% sure method ?
