That's good. Use only as much as will vanish into the skin, not more! there should be no residue.

It's perhaps a good idea to sit in warm water for a while, get out, dry up, THEN apply cream and stretch.

If you've ruptured a blood vessel you've most surely been rougher than you should have. The key is not FORCE, but tension. Keeping the skin in (slight) tension for a while, is the right thing to do. Don't be too rough.

See above... I'm not quite sure if it's a good idea to soak stuff in water after applying any kind of creme or ointment. Think about sunscreens/sun milk/etc. Though Betnovate/Betamethasone is quite a bit different a matter, I wouldn't go into water /right/ after applying them as it might wash it away before it could really start working. See my point?

If you pull forward (in the same direction as your shaft, that is), then it will also stretch and grow. It does do that usually slower than the rest of the foreskin, and it's a more tender bit too. Be nice to it ;)

It's not usual for a tight foreskin to be actually hard. It's either a mis-selfdiagnosis or in case it's indeed harder than it should be, there is most usually some kind of fungus to be treated first. Fungus is /not/ likely to be there in teens and preteens.
