Beng, I don't recall there would be any non-surgical method to actually tighten the foreskin (heh, unless you get some kind of infection, but you'd prefer to be without such hassle, I'm pretty sure!). However, since you have trained it to stay back and it's not long enough, I think what you need to do is what the restorers do -- stretch it until there is enough overhang. If there is enough skin, you will see it's less likely to slip back behind the glans.
Surgery can -- and often does -- have adverse effects here. Will cause scars and may result in an unretractable foreskin.
