Why fix only SOME of the problem? A normal frenum will pull down on the penis head and cause it to flare out, but many consider this beneficial during sex. As long as full foreskin retraction is possible, I don't consider the frenum in your case suspect.
What is more obvious is that you suffer severe hypersensivity from lack of adequate retraction and exposure of the penis head.
Circumcision is the most definite solution for that problem, but not necessarily the only one. You could avoid such drama by retracting a LOT more often.
