Jerryd's advice to you is spot on. Rather than repeat his good advice, I'll point out that as your son begins to masturbate (it's natural, not sinful or bad and all boys do it), what adhesions remain will loosen with a lot more pleasure than pain.

The notion that circumcision is a remedy is ridiculous. The first thing the doctor will do during the circ procedure is to loosen any adhesuions. Since that's the medical cure for the problem, what will be the purpose of going beyond and amputating his foreskin "just because he's there and has his knife out?"

Betamethazone cream is for stretching the opening of the foreskin so it can pass over the glans, it wouldn't have any effect on adhesions.

There really is no reason that your son needs to retract himself, Let nature take its course, along with a bit of help daily as he begins takes care of himself, and, if when he is in his late teens, he has any adhesions, what tiny bit that remains can be taken care of in your GP's office quickly with only minor discomfort.
