That's pretty normal for an uncircumcised penis. The glans is NOT meant to be rubbed by dry, rough surfaces such as the skin of your finger.

In circumcised penises it doesn't cause any pain because they have LONG got used to it and have long lost the sensitivity you still have. If your ‘role models’ were circumcised penises, no wonder you now think that it is somehow “normal” that people rub their glans and it doesn't hurt at all.

The frenulum -- I'm fairly sure yours looks just like how it should. Well, here's an image, does it look any similar? Image of a penis from below, showing the frenulum.

To go back to your sensitivity ‘issue’, let me tell you that as you get older, the sensitivity will fade away, slowly. The more you rub, expose, etc. your glans, the more it will lose of the sensitivity -- the more it will get used to being rubbed. I wouldn't haste the process if I were you, you'll lose enough of it as you get older and older.
