You're a little unclear here about what you touched, but it sounds like you touched the glans (head). Yes, that will be sensitive, but the extremity of it will ease. Don't rush that. You really have extremely few occasions where you ought to be touching it anyway. You don't need to for washing or peeing. I find that I can grasp it without any rubbing. Or a very light grazing with the fingertips is okay. There is no call for anything rougher (NEVER imitate anything about how circumcised boys deal with their penises - in too many ways, it's just different and not appropriate for intact boys).

Pulling back when flaccid is great, so long as you don't start to get erect and get it cought behind the head. If that happens, you can squezze the head through the tightest area, but it won't be comfortable.
