The 'ring' I think you are thinking about is the stretchy end of the foreskin, which helps to pull it up and over the glans when forse holding it back is released. You don't need something tight and too tight is undesirable. It sounds like you can retract fully as needed; if so, you are fine. Don't be so anxious to find something wrong - enjoy life.
