is it phimosis?

here is my situation: I am not circuncised and never had a problem retracting the skin until last year (28 y.o.) And it happened gradually during the last 10 months or so, but now it doesn't seem to be getting any worse anymore. Now I can only pull it back a little. It doesn't hurt (unless I try to pull it back), doesnt stop me from peeing, masturbating, having sex, anything, but I just cannot pull the skin back anymore as I much as I could before. Now, I thought this was supposed to happen when we were kids, but not at 28 years old. It does look like there is a tight ring in there. Is this phimosis? What is the treatment? What could cause it at my age?
