John,
a phimosis that appears rather rapidly during adulthood is not uncommon. Sometimes skin loses elasticity over time, sometimes it is a skin problem which causes a constriction ring.
Problem is that if it has been progressively getting tigher for 1- or more months (it would have begun before that, but you may not have noticed it since it could still retract), it is likely more than a simple infection.
Constrary to childhood phimosis where the foreskin needs to be stretched because it was never stretched before, an acquired phimosis in the adult which used to have a retractable foreskin may not be solvable by stretching without a high risk of the skin getting tight again later.
If the problem is localised to the tip of foreskin, but is a skin condition, you might wish to consider at least a partia circumcision that removes all of that skin. Not only would it solve the tight foreskin problem, but also prevent the contidtion from spreading, which would require a more complete circumcision later on.
However, for a partial circumcision in your case, you need to make sure that the skin that is "deffective" is clearly identified , delimited and that it is fully removed, otherwise, you'll end up with a worse case of phimosis with the problem skin AND a scar.
But it could also be a simple skin condition that happens once. Or it could be one that will happen at regular intervals, but that you are willing to accept applting cream at regular intervals to solve the problem whenever it occurs.
