Have you tried to stretch your foreskin progressively? This can take a while, but I think it’s well worth the effort. As your foreskin loosens, your glans should get more accustomed to gentle handling and will no longer respond with pain. This should happen fairly quickly. It just needs to learn that certain kinds of touch are OK.
Learning to use contact lenses might be roughly analogous. At first your eyes want nothing to do with these foreign objects, and react with irritation and pain. Pretty soon, though, they learn that contact lenses are OK. Eyelashes, fingers, and most other things, however, are still not OK. It’s quite clever.
Your glans has already learned that being touched by the interior surface of your foreskin is OK. It just needs to get accustomed to a few other OK experiences.
Getting circumcised will very likely clear up your over-sensitivity problem completely, but it might be worth thinking about other options too.
Stretching seems a good way to go because the sensations you’d discover if you got your skin loose are pretty amazing. Also, the foreskin is a simple but impressive mechanism.
