Hi thereI am currently having the same problem and though the doctor I spoke to has recomended frenuloplasty I am reluctant to go under the knife at all. Not least because he didn't see it erect (which is the only state in which there is a problem) but also because all the anti-circumcision sites say that the frenulum (like the foreskin) is extremely important for sexual sensation. From all the phimosis and frenulum breve information I have seen on line I have come to the conclusion that (in my case anyway) the reason I am unable to retract past the corona and the reason my foreskin is too tight is that the frenear band at the join from inner-outer foreskin is to tight, this and/or the frenulum needs lengthening. I am going to try stretching (http://www.foreskin.org/frenulum.htm) but I am worried because I have heard that this can't work. I don't want to put of the opp just to have my Girlfriend snap my frenulum and have to get the surgery anyway.

I didn't use any creams. I can now retract fully behind the glans when erect (even if it is a little tight), but no further than that.
