I saw a recent medical report on a study which showed over 80% of men who tried using betamethasone (you can't use just any steroid creme - you have to use the right one), had their phimosis cured even without a stretching plan. That's enough by itself to disprove your doctor's misconception. And certainly stretching often works by itself, and the two in tandem are all the better.
