Personally I'd be inclined to get another opinion. Not all doctors are up on tight foreskins and the conditions that can cause it. It could be that your foreskin is not tight, but rather it is the frenulum (that bit underneath the head - like what you have under your tongue) that is the cause of problem. Also, while circumcision would resolve the problem, there are several other surgerical options too that could help. Of course, if it is in fact the frenulum that is at fault, circumcision is not neccessary at all. If you haven't done so already then I'd suggest you check out the site that hosts this forum for more details information on the conditions that may prevent the foreskin from retracting. Of course you can always try the stretching route (see Ralesks post below) and that may help, but again you'd need to try and identify exactly what the cause is - because if it the frenulum is at fault then stretching the foreskin would not be beneficial.
