The white stuff is smegma, a perfectly normal product of the penis. It’s a good idea to clean your penis of it, but it’s not as if you’d be in any danger if you don’t do it “well enough” or what. Don’t be overzealous about it, it’s not an illness.

You would be surprised how much smegma girls produce ;)
As for the solution, I don’t think I can really suggest anything here. Perhaps that you should shower your bits right before sex (she should hers too, mind — perhaps doing it together is even a good idea for foreplay ;) ) and see if that changes anything.
