Unless you're worried about the soap getting trapped between the foreskin and the glan and it could cause bateria growth...Your hand isn’t a plain, unprotected mucous membrane. You don’t wash your mouth and your eyelids’ inner surface with soap, do you?
More importantly, killing off some of those bacteria can result in less protection against fungus.
On another note, you should also take a look at what they tell females to do and not to do with their bits, regarding cleaning ;)
