Some do, some don’t, the possibility is there, though, sadly.

In any case, regardless of the stance of the person (pro- or anti-circumcision), I think it’s safe to say and we all can agree on that conservative treatments should be tried first and if you decide they don’t give you the results you wanted, you can go and chop away.
