If you can retract, and it seems you can, it’s most possibly not phimosis. Could you be more descriptive about the foreskin, though? Where was it torn, does it look as if it was choking the head of the penis when you retract it, can you retract safely (and far) when flaccid?
Whatever else you can think up, come and tell, it would help us a lot in picturing the whole case.
For now, it looks as if the frenulum would be a bit short — which definitely doesn’t necessitate circumcision (barely anything does, but let’s not go into that debate), and can be solved roughly, mildly, or with a surgery.
Again, a more precise description would help a lot.
