The answer to your question is, yes, you do have phimosis, or, since that often brings with it the connotation of a horrible situation, you just have a tight foreskin, not unlike many other uncircumcised males.

Curiously, since you say you're in the US Marines, and since you can't retract your foreskin, how did you pass your induction physical when you were told to skin yourself back?

"K's" advice is spot on, and stretching will achieve the desired results. I would caution you, however, since you are in the US Marines, DO NOT see a military doctor about your tight foreskin, because their standard "cure" will be to ORDER you to be scheduled for a circumcision, that is the US military's SOLE cure and it will be mandatory.
