As for the negative effects, I don’t know what you’re talking about. It’s basically the same thing as when the girls’ hymen breaks.
Well, it can be, but I guess it’s more related to the roughness of those females than to the actual problems with your foreskin.

Hmm. If you were outside the army, more so outside the U.S. I would definitely suggest to go to a doctor and see if you have some kind of infection. The fact that your foreskin is easy to break seems like a fungal infection to me, although it can very well be just the roughness of the girls you’ve been with (and them having absolutely no idea about foreskins).

I agree with Will on that. They will most probably order you to or if you refuse, throw you out.
I highly doubt this is something only an operation would solve. Definitely good idea is to do the stretching exercises and if and only if they don’t help any, change routes. There is nothing wrong with wanting to keep your body’s parts, regardless of how much doctors insist the only solution is to give them loads of money and have your bits chopped. Always remember how women’s thrush (Candida) problems are never solved with surgery, same goes for a lot of things. You as a male approach any American doctor (I beg your pardon, exceptions!) with a mild infection and you’ll get suggested to get chopped. Double standards ;)

* Your foreskin is somewhat tight. This can be solved manually. It can be solved with surgery, some of which are more undoable than the rest, circumcisions can’t be undone.
* I don’t know, but suspect your frenulum is shorter than it should. I suspect so because the rest of your foreskin is not well trained, it’s unlikely that the frenulum would be. This can be solved manually as well, as said above: roughly (tearing it :P), gently (stretching, it’s a lot more tender and a lot less responsive, but it’s skin none the less). It can be solved with surgery (either frenuloplasty or getting rid of the whole frenulum) but you’re unlikely to get that from a military doctor.
* You might have a bit of an imbalance with the naturally present fungus and bacteria, which might be a result of the [ab]use of soap products in the area. If you indeed have a fungal infection, you can treat it with
* * normal fungal cremes (Canesten®/Clotrimazole® or Lotrimin®)
* * as much as the idea sounds tacky, plain old yoghurt that is not fruity, sweetened, or anything and has living flora (the bacteria that make yoghurt out of milk are said to be good against the kind of fungus that likes to infect us on our skin)Hmmmm, did this help? ^^;
