The cream is not important, it only helps the whole process. The main “ingredient”, so to say, is to pull at the foreskin, and with that, tell it to grow a bit. The cream only makes the skin more responsive.

The bit you describe is the frenulum, and is present in most intact males. So, that’s nothing unusual that you too have it.
It would be interesting to know, whether if you keep the tip of the foreskin shut, and pee that way, how well you can fill the foreskin. I know it sounds kinky and all, but it’s also a good test to see if someone still has adhesions. Adhesions are normally gone by the beginning of teens, but some take longer, and some have them gone as early as one year of age. People differ.

No, you most likely don’t. You can solve these problems manually, at home. Seeing how young you are, it’s very unlikely that these problems have developed as a result of some infection, but it’s very likely that they are part of your development and a result of you not using your foreskin properly in your teens and earlier.
As such, outside intervention is most probably not required.
The home-made alternative to surgery is what we call “stretching”. A weird name, because it doesn’t really stretch the skin but is more about making it grow. The principle is, you pull at the skin, and it feels the tension, and will work on lessening the tension by growing more cells. It isn’t a whoosh-fast process, but people have done serious changes to their foreskins within as small as a few weeks.

I haven’t head of this, which vitamin might that be? But more to the point, do you notice anything else that you’d consider “underdeveloped” on your bits? If you don’t, I say it’s unlikely you’re having this problem (but then, I’m not quiiiite sure if it’s not a hoax, you see…)
