It doesn't sound too long to me at all, at least you're able to pull it back properly without going through weeks of stretching like so many others. It sounds like you're wearing condoms that are a little too big, they should fit snug around your penis holding the foreskin back. So, my only advice would be to try a different/tighter fitting condom. Also make sure you're fully erect when putting the condom on.
There's also another alternative out there called "Skinning back" where you train the foreskin to stay pulled back behind the glans all the time. Depending on the actual length of your foreskin I'm not sure if this option is for you, maybe some other forum viewers can offer some opinions.
