The stretching excersizes force the skin to create new cells within the skin, ie. to grow. I guess the foreskin does grow longer in a sense, but it doesn't lose it's elasticity; in other words.. your foreskin won't be drooping down to the floor. Your problem could be an issue with the frenulum, or it could also be a phimotic ring. Do you notice a tight band of skin that's part of your foreskin that almost squeezes your penis? If so, then it's most likely the aforementioned phimotic ring.
A short foreskin is rarely the problem with the inability to retract, but I know what you're getting at. If the problem is your frenulum, you can practice the stretching excersize similar to the "halloween sack" or whatever it's called, but instead you stretch from the underside (frenulum side) of the foreskin. Slowly making it longer.

It may take longer to do both, but at least you'll take pride in the fact that you solved a problem, on your own.. without losing any sensitive body parts. It may take a few weeks to a few months, depending on how often you stretch. Don't get discouraged by any lack of progress, patience is a virtue. Keep at it, and good luck! :)
