I'm not sure if this suggestion will be any use - it's about the opposite of ee's - but maybe you need a longer, looser condom - e.g. from the Durex Easy-On range (which replaces Durex Comfort and is almost the same spec). If you can find a condom that's long enough and loose enough to move with your foreskin, then you might find things work better.
From what you've said, it sounds as if condoms tend to move with your skin, though maybe the condoms you've tried so far didn't have quite enough play. I hated condoms until I discovered the longer looser variety - which isn't to say I'm astoundingly hung or anything, just that standard ones would often get snarled up and would often break.
You could try this: get a long loose condom, then pull your skin all the way back before you roll it on. Roll the condom all the way down, then roll your foreskin forward so that the condom rolls forward too, doubling over with your foreskin almost as if it were just an extra layer of skin. As you roll your foreskin forward, the ring at the bottom of the condom will move up your shaft. When your foreskin if fully forward, roll the rest of the condom down towards the bottom of your shaft.
Now that the condom is properly on, see if you can wank so that the condom keeps doubling over with your foreskin when you move your fist forward. If this works, it should work with a partner too.
A neat thing about getting a condom that moves with your foreskin is that you still get access to the stretch sensations when you push all the way in and your foreskin pulls right back.
This is probably worth a try, if only for the reaction you might get when you ask the chemist for the longest, widest condom in stock. But if you don't want to ask - as I didn't - there are plenty of websites that detail the sizes of easily sourced condoms.
