A full circ is generally considered to be where the bulk of the foreskin is removed. A partial circ is sometimes called a "loose" circ because less of the foreskin is removed. I suppose it depends on how much you need removing to resolve the problem. If you only need a bit, then it seems silly to remove more than is neccessary. Of course it could be difficult for you to determine what is actually neccessary and you need to decide whether or not you are being given the best option. I ended up going private because of my own doctors lack of knowledge (for more info about that, go here). From there I had a parital circ which relieved the problem. I have heard from many people that have had good help from the NHS in regards to circumcision, but have also heard lots of stories of ignorance and full-circ-is-the-only-answer diagnosis for something like frenulum breve (a condition for which circumcision is not neccessary). My suggestion would be that you either get another opinion or seek a private consultation from a specialist in this field.
