Urologist won't do partial circ

He says "they don't exist", and to answer my "why?" question (knowing full myself that they are done everywhere..) was "well, they just don't, there's no middle ground.
I am pretty worried about this guy, first he has a very poor attitude, and 2nd he doesn't even know what a partial circ is. Should I put my future sexual life into his hands? :P
