No. The two things are not the same. Autocircumcision = self-circumcision = you buy a device and D.I.Y. Permanently retracted foreskin is that: a foreskin kept permanently retracted.
The latter can be aided with “folding” the foreskin so that it gets caught behind the corona.
As for why you’d want to do it, I wonder and don’t quite understand.

Completely is a good word here, but it's not the same as “permanently”. Using the foreskin might be a better idea instead of just keeping it behind he head.

Hygiene is not really a matter of keeping things retracted or not. It’s a matter of your own cleanliness. Do you plan to keep your tongue exposed so that it stays clean too?
