I know what you mean, and by permanently I mean when not erect, I'd like for the glans to be exposed to the air as much as possible. When I have an erection I'd still like to use the foreskin in sex and during masturbation. But otherwise I'd like for the foreskin to be kept retracted.>Hygiene is not really a matter of keeping things retracted or not. It’s a matter of your own cleanliness. I'm very clean, but even with regular showering it still gets kind of funky down there. I guess this is a personal preference of mine. I know it's natural and safe I would just prefer the (as you put it on another thread) one benefit of circumcision, without having a circumcision. I don't like the stickyness that sometimes hinders the movement of the foreskin. Maybe this will go away with continued stretching?>Hard to describe it better.
I did some experimenting and I can get it so that the foreskin stays behind the glans with only the dorsal side of the foreskin slightly touching the corona. Is this how it's done? It sort of makes a 1-2cm tube right behind the glans.>Not “quite long”, but normal.
