flipped but still hurts

i'm 17 and one day i was curious about why my penis head hadn't popped out yet as i thought this was a natural process...
so i decided to try and do something about it, i can pull the skin back when flaccid and only about half way when erect, so i pulled the skin back fully when flaccid and amazingly, the head popped out and thought that i was now 'normal', HOWEVER, i noticed some extra skin just below the head (like a tube of fleshy skin) that was attached to the original foreskin
i thought this was normal and just inflamation and would eventually go away, but after a week, the skin was still there and some paid began to develop...after 2 weeks, the extra skin began to 'unroll' and more paid developed, especially when erected!...i also noticed a bit of bleeding, and now i have to 'adjust' the position of my penis once in a while coz it now hurts evem when walking

PLZ help, i don't know if i should leave it and hope it will go away...or should get professional help..?..?
ps..sorry for the long post
NB: the procedure above was done without any research
